Federated learning is increasingly presented as a privacy-preserving advance: personal data remain on the device, and only model updates are shared. It borrows the vocabulary of the federated social web, yet inverts its logic, distributing computation while the resulting model stays with whoever convened the training. We argue that federation is not in itself a remedy for extractive AI, because outcomes depend on who governs the data and the model and who has agency over the practices that shape them. We describe three layers at which a creative community can hold its work: storage, circulation, and learning. Examining artist-governed trusts, cooperatives, and consent infrastructures, we show that creator governance is established at storage and circulation but stops at learning: contributors can consent to training, yet have little say over the resulting model or its federation. We map the research space this opens, pairing technical open problems with the human questions from which they unfold. We propose four design principles for a creative data commons that governs models and their federation, not only datasets: govern the model, not only the corpus; make the terms legible at the moment of contribution; design for refusal as a first-class state; and decide stewardship in the open and account for it.

The integration of AI-driven systems in creative work has sparked debates among artists and legal communities about notions of ownership. Yet there remains little consensus on how ownership should be defined and attributed when human and AI contributions are intertwined. To provoke critical reflection on these tensions, we designed ArtSplit, a provotype that explicitly quantifies human and AI contributions across different stages of creative work. Rather than aiming to resolve ownership, the provotype was used to elicit artists' responses to the idea of attributing ownership through measurable actions in the creative workflow. We argue that quantification fails to align with artists' understandings of creative intent and agency, and that efforts to measure ownership risk diluting long-standing assumptions through which artists understand and practice creative work. This critique challenges the impulse to transform a historically and socially situated relation into a technical problem.
Generative AI has made content creation increasingly accessible, but many AI-generated videos lack narrative coherence and creative direction, issues that become more substantial at longer durations. Unlike coding, where AI generation benefits from reliable feedback and techniques such as recurrent self-improvement, video generation requires subjective feedback about plot, scenes, and narrative, which naturally motivates approaches that incorporate human creative direction. We introduce CHIEF, a human-AI co-creation video generation framework that places the creator at the center of human-in-the-loop iterative video refinement, and supports them by providing automatic subjective feedback. The creator incorporates their creative direction by driving each iteration, while their revisions are incorporated by a specialized refiner agent. The feedback loop is generated by persona-conditioned multimodal LLMs that watch generated videos and produce subjective critique from the audience perspectives, providing feedback that self-evaluation alone cannot capture. To test the effectiveness of our proposed framework, we work with high school and college students with no prior filmmaking experience to create videos, from short 1-minute videos to a complete short 10-minute film with a complicated plot.
