Assessments of cultural alignment have become an important part of the development and improvement of large language models (LLMs). However, the majority of the evaluations treat culture as a single snapshot, investigating only whether a model represents a society accurately at the current time. Research in cultural psychology shows that cultural values change at different rates and directions over time. Therefore, a "culturally aware" model should capture not only where a culture is today but also how it has changed over time. We examine this missing dimension of cultural awareness using more than two decades of the World Values Survey data. We compare the cultural trajectories of 40 countries with the trajectories produced by four state-of-the-art (SOTA) LLMs on the Inglehart-Welzel cultural map. Our findings show that while models generally place countries close to their most recent surveyed positions, these representations tend to lag several years behind that position. They also capture only part of the magnitude of the observed change, introduce movement where little occurred, and rarely reproduce reversals in countries' trajectories. These findings point to temporal flattening and suggest that snapshot accuracy can give an incomplete picture of cultural awareness in LLMs and have implications for model evaluation, representational harms, and the governance of culturally aware AI systems.
Cultural fine-tuning has become the de facto paradigm for building culture-aware large language models (LLMs), yet existing optimization exclusively for alignment scores provides an incomplete portrait of cultural fidelity by systematically obscuring inherent cultural diversity. This unidimensional evaluation lens prompts a fundamental question: do models genuinely perceive distinct cultural nuances, or do they merely memorize dominant cultural values? To address this, we propose a synergistic evaluation framework that jointly formalizes cultural alignment and diversity. Through extensive benchmarking of six mainstream LLMs on the World Values Survey, this framework uncovers a systematic and critical trade-off: the pursuit of cultural alignment consistently incurs an acute expense of diversity, leading to severe "cultural flattening." Investigating this behavioral shift, we demonstrate that these superficial alignment gains stem from models artificially anchoring to dominant majorities, converging onto a monolithic response pattern that wipes out the heterogeneous distributions inherent to human groups. Crucially, our mechanistic analysis suggests that this diversity collapse is not merely a behavioral anomaly but more likely a structural consequence of the low-rank bias inherent in neural network optimization. Therefore, our findings expose the limitations of current post-training paradigms and call for a shift toward alignment objectives that preserve cross-cultural pluralism.

Researchers increasingly treat LLM survey responses as a proxy for human cultural values. This includes projecting model outputs onto instruments like the Inglehart-Welzel Cultural Map and drawing conclusions about which cultures a model resembles. While a model's answer to a value-laden questions may be interpreted as a cultural signal, it also carries sampling noise and, can be quite sensitive to question framing. In this paper, we separate survey responses, sampling noise and question framing for multiple LLMs. We decompose response variance from these models into variation across random seeds, prompt rewordings. We employ noise-to-signal ratio (NSR) to test whether a model's apparent cultural position is distinguishable from noise. When applied across a dozen models from four geographic origins, calibrated against 88 Integrated Values Survey countries, the answer is often no. NSR exceeds 1.0 on 49 of 117 valid model-question pairs (42%), reaching 5.56 in the worst case. Two models even refuse to answer sufficient number of survey questions outright. Our results corroborate previous findings that LLMs cluster toward Western, English-speaking cultural positions. However, what does not hold up in this study is the precision with which anyone can currently interpret a specific model's coordinates: prompt tone alone can shift a model by 2.4 map units, comparable to the distance between actual countries in the Inglehart-Welzel Cultural Map. These findings suggest that cultural attribution from LLM survey responses requires establishing the reliability of the underlying measurements before interpreting model coordinates as evidence of cultural representation.

In this paper, we examine how well AI-generated multimodal stories align with the lived practices, relationships, language, values, and visual expectations of the communities they represent. We conduct a community-grounded mixed-methods evaluation with 19 culture representatives across five African communities, combining quantitative annotations with qualitative focus group discussions. We find that cultural alignment depends not simply on recognizable cultural markers, but on how those markers fit social, linguistic, procedural, and visual context. From these evaluations, we develop a taxonomy of cultural alignment comprising five broader cultural marker categories and eight recurring mechanisms of misalignment. We additionally evaluate five multimodal LLM judges to examine whether automated evaluation can approximate community-grounded judgments at scale. Judge reliability and score calibration vary substantially across communities, with no single judge performing consistently across all five settings. These findings motivate community-calibrated evaluation pipelines in which automated judges are validated against community judgments to determine where they can be trusted and where human review remains necessary.
As the adoption of large language models (LLMs) grows in Arabic-speaking regions, ensuring their safety and cultural alignment is increasingly critical. However, Arabic LLM safety remains underexplored, especially in adversarial evaluation settings. We introduce the Arabic Safety Index (ASAS), the first fully human-curated Arabic benchmark for redteaming LLMs. ASAS contains 801 prompts spanning 8 safety categories and 8 attack strategies, with ideal responses in Modern Standard Arabic (MSA). We conduct a redteaming evaluation across seven leading models with Arabic capabilities, including GPT-4o, Claude 3.7 Sonnet, and regional models such as ALLaM and FANAR. Human annotators rate responses using a structured 4-point safety scale, revealing that most models fail to defend against 50% of unsafe prompts. Our findings highlight major safety gaps in high-harm categories such as weapons and illicit substances, with direct and obfuscation-based attacks proving most effective. The results also show that language alignment does not readily transfer across languages, and that automated safety judges (e.g., GPT-4o) perform poorly compared to human annotators. ASAS provides a culturally grounded benchmark and redteaming protocol to drive progress in Arabic LLM safety.
As Text-to-Image (T2I) systems rapidly advance, evaluating the cultural authenticity of synthesized content has become increasingly important for fair and trustworthy generative AI. Existing T2I evaluation metrics and multimodal judges often rely on visual-semantic representations that underrepresent implicit cultural norms, leading to biased preference judgments and the omission of fine-grained cultural cues. In addition, visual question answering (VQA)-based evaluators typically depend on autoregressive text generation, which limits their scalability for real-time reward modeling. To address these limitations, we introduce an Implicit Cultural Alignment Reward Model built upon a lightweight 4.2-billion-parameter Multimodal Large Language Model (MLLM). Our framework integrates an Implicit Cultural Probe with a Skip-connection Cross-Attention (SkipCA) mechanism, enabling late-stage semantic features to directly attend to early-stage visual representations and better preserve culturally salient details. Evaluations on 3,323 challenging and carefully curated image pairs from the CulturalFrames benchmark show that our approach achieves 82.12% pairwise accuracy, with Pearson and Kendall correlation coefficients of 0.585 and 0.412, respectively, outperforming representative vision-language metrics and MLLM-based evaluators. Moreover, by bypassing autoregressive text generation, our model processes each evaluation in 0.21 seconds under our local inference setup, achieving a $10\times$ speedup over standard VQA-based evaluators. These results suggest that the proposed reward model can provide an efficient and culturally aware scalar signal for preference optimization pipelines such as Reinforcement Learning from Human Feedback and Direct Preference Optimization. Current AI safety evaluation and benchmarking frameworks predominantly rely on Western-centric culture-agnostic defaults that mask critical regional laws, socio-linguistic nuances, and cultural taboos, leaving Vision-Language Models (VLMs) vulnerable in global deployments. We introduce Pluralis v0.1: a novel multimodal, multi-regional, and multilingual dataset built from a culture-first perspective. Spanning 6,448 prompts across six Asia-Pacific countries (Bangladesh, India, Korea, Pakistan, Singapore, Taiwan) and eight languages, Pluralis diverges from prior work by natively sourcing localized safety hazards rather than adapting Western datasets. Crucially, it introduces a multimodal evaluation paradigm: user text (e.g., "Should I gift this?") and an image referring to "this" (e.g., a clock) - both innocuous in isolation, but synergistically triggering specific legal or cultural violations. Pluralis disentangles universal safety violations from localized cultural appropriateness, establishing the latter as a first-class evaluation axis. To operationalize this, we present Judge-Pluralis, an agreement-gated LLM-as-a-Judge ensemble trained on examples classified in an empirically derived cultural taxonomy. Observing VLM behavior on a subset of the Pluralis surfaces recurring, locale-specific failure modes such as image misidentifications with downstream harm, missed item-context-locale interactions, and inadequate refusals. These failure modes vary systematically across locales and languages, exposing blind spots that globally averaged metrics conceal. Ultimately, Pluralis is not presented as a solved evaluation framework for cultural alignment, but rather as a first step and catalyst for future innovation. We call upon the research community to utilize this foundation to advance the science of multilingual, multicultural evaluation to better support AI cultural alignment globally.
Multilingual fluency often invites a stronger assumption: a model that can speak a user's language must also understand the culture encoded by that language. We call this the Illusion of Cultural Alignment. To test this assumption directly, we introduce MSQA, a benchmark of 1,064 natively sourced questions across 11 language groups, five cultural dimensions, and three difficulty tiers. Unlike translated benchmarks, MSQA targets locally grounded knowledge and reduces shortcuts from English-centric cross-lingual transfer. Evaluating 18 LLMs, we find substantial cultural degradation and a pronounced Locality Effect: cultural competence tracks pre-training exposure more closely than general reasoning ability. We further show that common inference-time remedies do not dissolve the illusion. Models remain overconfident on unfamiliar cultural questions, repeated sampling yields unstable rather than reliable correctness, and retrieval augmentation helps unevenly on long-tail facts. These findings indicate that cultural alignment cannot be inferred from multilingual ability alone and requires deeper intervention than calibration, sampling, or retrieval at inference time

LLM behavior may be conditioned by human identity in several ways: they may be asked to adapt to users, role-play populations, or forecast how people would answer value-laden questions. We test whether these framings are interchangeable using the World Values Survey (WVS). We evaluate GPT-5.4, Claude Sonnet 4.6, Gemini 2.5 Flash, and Qwen3-235B on 101 WVS-derived questions across 13 language-country slices, comparing a language-only baseline with user-country, persona-country, and third-person prompts. Across 21,008 model-response rows, prompt framing is a first-order determinant of cultural alignment: country cues often shift answers substantially, but not all shifts move toward matched human response distributions. Third-person forecasting yields the strongest directional alignment for three of the four hosted models, while personalization and role-play are weaker or less stable. Alignment gains concentrate on salient value dimensions such as religiosity, gender roles, and work-oriented material values, whereas institutional trust and democracy-related questions remain difficult. These results show that prompt framing is not a cosmetic choice in cultural value elicitation; it changes both model behavior and measured alignment.
The paper explores how "culture" can be operationalised in Natural Language Processing (NLP) and what this reveals about the possibilities and limits of considering a plurality of cultural backgrounds in technological design. It proposes that cultural alignment cannot be achieved only by adding more examples of "other cultures", rather it requires plural epistemologies: allowing multiple, locally grounded ways of knowing. To analyze how this plurality of knowing can be addressed in NLP, the paper uses a socio-technical model of language technology (LT) design, the five layers of technological activity model, for collecting and systematizing approaches to culture in NLP. The analysis shows that while NLP research has made progress toward more culturally sensitive systems, many approaches remain partial, addressing "culture" primarily at the level of output or representation while leaving deeper questions of power, governance, and social context unresolved. The paper concludes that operationalising culture requires much more than technical adaptation; it suggests a reflexive and plural socio-technical approach that navigates potentials and limits of computational formalisation for accounting multiple linguistic and socio-cultural backgrounds.
It is essential for large language model (LLM) technology to serve many different cultural sub-communities in a manner that is acceptable to each community. However, research on LLM alignment has so far predominantly focused on predicting a unified response preference of annotators from certain regions. This paper aims to advance the development of alignment models with a more global outlook, that are able to accurately represent the preferences of subcommunities and do not exhibit excessive bias towards any of them. We focus on the development of reward models for this purpose and present a novel reward model training algorithm (SCPO) that can incorporate diverse cultural preferences in a balanced manner. Our method results in performance increases of the minority reward model of up to 7 points over the baseline model across two datasets, PRISM and GlobalOpinionQA, and across 7 countries. SCPO is up to 280% more training data-efficient than full-data finetuning of reward models. In addition, we perform analysis of bias by separately evaluating on the preference of subcommunities and show that excessive bias is mitigated via our weighting method. Current cultural alignment approaches focus on inference-time interventions, assuming models already contain sufficient cultural knowledge. We argue modern LLM pipelines suffer from a cultural data funnel. Using a multidimensional tagging framework across pretraining, fine-tuning, alignment, and reasoning datasets, we show explicit cultural signals decline sharply during post-training, while geographically concentrated, task-specialized data dominates. Multilinguality enhances geographic diversity of cultural knowledge but does not ensure balanced representation. Our tags improve downstream cultural benchmark performance, demonstrating that advances require shifting focus in training data pipelines. As Russia's war against Ukraine extends into generative AI, large language models (LLMs) adapted for local post-Soviet languages are deployed in contested information environments. Policy and industry discourse assumes that culturally aligned adaptation encodes the political orientation of the target community: a Ukrainian-oriented model will resist Russian narratives, a Russian-oriented one will reinforce them. Does it? This article systematically disconfirms that assumption. We run a controlled audit of four openly available LLMs sharing a common base model but fine-tuned for different linguistic communities, querying them in Ukrainian, Russian and English across ten contested wartime narratives: Crimea, "denazification", the "one people" thesis, and atrocity denial at Bucha and Mariupol. The result is a Fine-Tuning Paradox: the Ukrainian-oriented model shows the weakest resistance to Russian disinformation in Russian, while the Russian-oriented one exhibits the strongest rejection. Corpus composition, language coverage and prompt format prove more decisive than nominal cultural provenance. We situate these findings within debates on hybrid warfare, digital sovereignty and post-imperial information orders, arguing that the principal threat to regional information sovereignty is not adversarial fine-tuning but the untested assumption that cultural alignment guarantees resilience.

Large language models are increasingly used for social decision-making situations that require balancing cultural norms with personal preferences. For example, a user preferring honesty might ask whether to correct a coworker publicly when local norms favor indirect feedback. Yet existing research studies cultural alignment and personalization largely separately. We introduce PACT, the Personal-Preference and Cultural-Norm Trade-off framework, which evaluates whether models choose to follow a cultural norm or allow personal preferences. We find that LLMs vary in how rigidly they enforce cultural norms, with behavior shifted more by country context (7.8%) than age (1%) and gender (0.7%) and shifting non-uniformly after instruction tuning. Furthermore, our five-country human study on PACT shows that culture-following in humans is mainly driven by scenario country, with the lowest agreement when participants judge their own cultural contexts, showing within-culture pluralism. Finally, human-LLM alignment experiments show that models can match majority choices, but fail to capture response distributions and uncertainty (with best correlations reaching only 0.24). Together, these findings motivate alignment evaluations that go beyond majority to capture cultural pluralism and disagreement in social judgment.
Cultural-aspect work on large language models is dominated by a negative target: which outputs to suppress. We argue that a constructive counterpart is also needed, a working definition of what a culturally coherent response is rather than only what it must avoid, and instantiate it for Korean. We design an alignment-data pipeline around a prompt-based LLM seed generator that expands a Korean harm taxonomy, with a Korean-culturally-adapted safe-response policy at its centre: a per-category guideline grounded in Korean legal frameworks, social norms, and interpretive conventions, against which three frontier models each produce a candidate response. DPO fine-tuning on the resulting triplets improves the Korean cultural safe rate across six open-weight LLMs while causing no large degradation on Korean general-capability benchmarks, and qualitative outputs show fine-tuned models naming Korean statutes and institutional procedures and, where appropriate, supplying constructive Korean-context information alongside refusal.

Although Large Language Models (LLMs) demonstrate strong capabilities across various tasks, they exhibit significant performance discrepancies across languages. While prompting LLMs in English typically yields the highest general performance, it often induces a Western-centric bias, hindering the model's ability to accurately reflect diverse cultural knowledge. We hypothesize that LLMs already possess rich cultural knowledge embedded within local-language representations, but fail to retrieve it when prompted in English. To bridge this cross-lingual knowledge gap, we propose a novel self-supervised framework. Our method leverages multilingual self-consistency to identify the most reliable cultural responses across languages, combined with a self-critique mechanism to transfer this knowledge to the weaker language. Evaluations on the BLEnD benchmark demonstrate that our approach significantly improves cultural alignment-boosting performance on English queries by an average of 5.03%-relying entirely on self-generated data. Ultimately, our work demonstrates that latent cultural knowledge can be successfully surfaced and propagated across languages, enabling more culturally equitable and consistent LLMs.
Multilingual retrieval-augmented generation (mRAG) is often implemented within a fixed retrieval space, typically via query or document translation or multilingual embedding vector representations. However, this approach may be inadequate for culturally grounded queries, in which retrieval-condition misalignment may occur. Even strong retrievers and generators may struggle to produce culturally relevant answers when sourcing evidence from inappropriate linguistic or regional contexts. To this end, we introduce CORAL (COntext-aware Retrieval with Agentic Loop, an adaptive retrieval methodology for mRAG that enables iterative refinement of both the retrieval space (corpora) and the retrieval probe (query) based on the quality of the evidence. The overall process includes: (1) selecting corpora, (2) retrieving documents, (3) critiquing evidence for relevance and cultural alignment, and (4) checking sufficiency. If the retrieved documents are insufficient to answer the query correctly, the system (5) reselects corpora and rewrites the query. Across two cultural QA benchmarks, CORAL achieves up to a 3.58%p accuracy improvement on low-resource languages relative to the strongest baselines.
Although the cultural (mis)alignment of Large Language Models (LLMs) has attracted increasing attention -- often framed in terms of cultural bias -- until recently there has been limited work on the design and development of datasets for cultural assessment. Here, we review existing approaches to such datasets and identify their main limitations. To address these issues, we propose design guidelines for annotators and report on the construction of a dataset built according to these principles. We further present a series of contrastive experiments conducted with this dataset. The results demonstrate that our design yields test sets with greater discriminative power, effectively distinguishing between models specialized for a given culture and those that are not, ceteris paribus.
